The new change that we get is the top navigation bar is shifted to the bottom. This layout is already available on IOS app. The navigation bar on the bottom shows Home, Trending, Subscription and Library option.
The library option is separated form the Account option. You can access your account from the top bar of the app in the profile icon & you can also access the settings from there. In the library section you will find the videos you watched, Watch Later and your uploads.
The bottom navigation bar should be available on all YouTube apps, The new YouTube will also able remember where you left off each tab when you are watching a video. This should make easier to find the video later when you again open YouTube. This update is just rolling out, so, it may take some time to reach everyone.
